Matic, 28, has been linked with a move to Manchester United but even in this case no financial agreement was reached.
Chelsea are desperate to sign a winger this summer and the 23-year-old would be an asset for manager Antonio Conte.
Arsenal and Chelsea are expected to meet in the coming days the open negotiations.
