Valencia's Shkodran Mustafi has agreed to join Arsenal but the clubs have yet to finalise a fee, according to Sky Sports.
Manager Arsene Wenger is desperate to finalise the deal before Sunday's Premier League opener against Liverpool.
Transfer market expert Emanuele Giulianelli has revealed on Twitter that the Gunners have offered €25million plus €5million additional bonus fees to secure the services of the Germany international.
Meanwhile, agent Ali Bulut has confirmed that the 24-year-old has agreed personal terms to become Arsenal's fourth signing of the summer.
"Shkodran and Arsenal have reached an agreement, the clubs now only have to agree on the fee," Ali Bulut told Spox.
Arsenal will host Jurgen Klopp's Reds without key defenders Per Mertesacker, Gabriel Paulista and Laurent Koscielny with Rob Holding and Calum Chambers expected to start in the heart of the defence.
