Axel Witsel's agent Riccardo Napolitano says his client is ready to join Milan even if the Rossoneri will not feature in next season's Champions League.
A target for Chelsea and Manchester United in England, the 26-year-old has agreed to move to the Italian Serie A although Milan are yet to reach an agreement with the player's club Zenit.
"Initially Axel was not convinced with a move to Milan," Napolitano told Italian TV channel Antenna 3.
"He was after a club that will feature in next season's Champions League.
"But the Rossoneri insisted and they eventually convinced the player to accept their offer.
"So the first hurdle has been overcome.
"Now they [Milan] have to convince Zenit. Milan are ready to offer £14m but the Russians want at least £21.5m.
"Juventus? They have followed Witsel since the start of the summer but with [Arturo] Vidal and [Paul] Pogba in the squad, I believe it's unlikely that they will make a move.
"Then clearly, if one of these two midfielders leaves the club, he could become an objective."
