With Chelsea also cooling interest in the Belgium international, the Red Devils are expecting to meet with Roma to open talks.
The 29-year-old was one of the best players for the Giallorossi last season.
He was a target for Blues boss Antonio Conte during last summer's transfer window.
But the Italian has other objectives this summer.
Nainggolan has a market transfer value of £70million that Manchester United could decide to meet to strengthen the squad ahead of next season's Champions League.
