Tiemoue Bakayoko is expected to travel to England for a medical after a breakthrough in transfer negotiations, the Sun has claimed.
The Blues have offered £35million to secure the services of the Monaco man.
The 22-year-old is one of manager Antonio Conte's targets for this summer's transfer window.
As reported earlier this week, Manchester United were also interested in the youngster but he always made it clear that he wanted to move to Stamford Bridge.
If the transfer goes through, the Frenchman be one of Chelsea's first summer signings with the club expected to spend £200million this summer.
Paris Saint-Germain were also in the race but the player ruled out a move to the French giants in an interview last month.
"I can't leave Monaco to go to PSG. It's impossible. I can't leave for a club that finished behind us," he told Canal+.
"PSG is a club I carry in my heart because I'm a Parisian and I was a supporter of PSG, like my family. They initiated me."
