The Englishman featured in Fulham's final six league matches of the campaign and was already close to moving to Stamford Bridge during the 2015 summer transfer window.
Thibaut Courtois and Eduardo are currently the only two goalkeepers available to manager Antonio Conte.
Brighton and Hove Albion goalkeeper David Stockdale is also a possible target for Chelsea who are eager to replace Begovic before the end of the month.
