Emanuele Giaccherini's agent Furio Valcareggi has rejected claims that Chelsea wanted to sign the player this summer.
The 31-year-old reached an agreement with Torino but performed a dramatic U-turn and decided to join Napoli.
The experienced winger impressed at the 2016 Euro Championship as he was one of Antonio Conte's best players in France.
But he will not fulfill his dream of playing at Stamford Bridge.
"It's all done [with Napoli], the last few details with Sunderland are being smoothed out," Valcareggi told reporters.
"Emanuele is very happy to join Napoli, a great team that will be playing to win. He's finally getting what he deserves, after being underestimated for years.
"It's true, we did have a deal with Torino, but in football these things happen and will continue to happen. It was inevitable that an offer by Napoli would be answered affirmatively."
