Chelsea have opened negotiations to sign Roma defender Antonio Rudiger, La Gazzetta dello Sport has revealed on Thursday morning.
Liverpool, Manchester City and Borussia Dortmund are also interested.
But according to the article, the Blues are ready to offer £20million and striker Charly Musonda to complete the transfer.
Roma will use the money to make an offer for Palermo attacking midfielder Franco Vazquez or Fiorentina's Matias Vecino.
Last week, the 23-year-old German said that he will only focus on his future at the end of Euro 2016.
"It was a good year for me," Rudiger told derwesten.de.
"[My future?] Right now I am a Roma player, I love it here and I'm happy. Then clearly, nobody knows what will happen [during the summer transfer window].
"Maybe the club has other ideas and something will happen after Euro 2016. But I'm optimistic ahead of the future.
"In respect to rumours linking me with Chelsea, I've been reading them for three years now. All I can say is that I am happy at Roma."
